Designed Niger State's integrated Business Enabling Reforms Action Plan — sequencing land, trade, infrastructure, PPP, and service delivery reforms into a single coherent programme.
The challenge
Niger State's reform financing engagement required a unifying Action Plan capable of sequencing reforms across multiple disbursement indicators. Individual reform streams existed but lacked an integrated implementation architecture — and without one, coordination across MDAs would remain ad hoc.
Our approach
Switch Advisory worked alongside state counterparts to map reform dependencies, sequence actions, assign institutional ownership, and define measurable milestones. Particular care was taken to reconcile existing Niger State strategies with the programme's framework rather than imposing a parallel architecture.
What we delivered
- A consolidated Business Enabling Reforms Action Plan
- An institutional responsibility matrix mapping each reform action to a lead and supporting MDA
- A reform-sequencing roadmap aligned with programme timelines
- A reporting template designed for Independent Verification Agent review
Outcomes
Gave Niger State a single, credible reference document for reform financing delivery — simplifying MDA coordination and reducing exposure to late-stage verification findings.
